I am directed by br.Secretary

Harcourt to acknowledge the receipt of your

letters (No.5862/14) of the 17th of February

and (7831) of the 25th February, with regard

to the proposed loan to the Canton Government,

and to request you to lay before Secretary

Sir Edward Grey the following observations.

2. Mr. Harcourt notes that Sir John

Jordan considers that the loan would not con-

flict with the letter or the spirit of

Article 17 of the Reorganisation Loan Agree-
